The answer is no, it is not a requirement to wear a safety harness when you enter a confined space.
The purpose of wearing a safety harness is to enable the rescue team to hook a rescue rope onto the d-ring on the safety harness and pull the victim out using a pulley system.
However, this method of rescue is only applicable to certain types of confined space where the victim to the confined space entrance is a straight line.
It is not applicable for confined spaces that are not straight in nature, meaning to say, there are many bends and turns in the confined space.
So, the use of a safety harness is not a requirement, but rather, it is based on the rescue plan.
